Certain materials are kept off limits because they pose safety risks to haulers, create environmental hazards, or fall under state and federal disposal rules that a standard container cannot meet. Why Certain Materials Are Off Limits

Many rejected items are classified as hazardous waste under federal law: ignitable, corrosive, reactive, or toxic. Others, such as refrigerant-holding appliances, fall under separate federal programs designed to prevent environmental release. Placing these materials in a general waste container risks chemical exposure, fire, or injury for collection crews and can expose the hauler and property owner to compliance violations. A clear list of items not allowed in a roll-off dumpster helps everyone avoid these outcomes from the start.

Hazardous Household and Commercial Chemicals

Cleaning agents, solvents, pesticides, and similar chemical products are generally excluded from dumpster loads. Maryland treats household-generated versions as household hazardous waste. While federal law technically permits disposal in household trash, the state recommends local collection instead due to risks to septic systems, wastewater treatment, children, and pets. Commercially generated hazardous waste from a job site is regulated more strictly, which is one more reason chemical products should never end up in a roll-off dumpster rental by default.

Paint and Solvents

Old paint cans are one of the most common items people try to toss during a cleanout. Maryland’s PaintCare program, which launched in 2026, allows residents and business owners to drop off paint at participating solid waste facilities and retail locations for recycling. Fully dried latex paint can go in regular trash. Still, wet paint, oil-based paint, and solvents belong at an approved drop-off point instead.

Motor Oil and Automotive Fluids

Used motor oil, transmission fluid, and antifreeze also belong on the list of items not allowed in a roll-off dumpster. The EPA notes that a single oil change’s worth of used motor oil can contaminate a million gallons of fresh water, which is why local auto shops and recycling centers exist as designated drop-off points. A leaking container during transport can just as easily contaminate soil and groundwater, so proper collection is worth the stop.

Tires

Tires do not compact well and tend to rise to the surface of landfills, which is part of why Maryland bans them from standard waste containers. The state runs a licensed Scrap Tire Program, funded through a per-tire fee at the point of sale, that supports cleanup of illegal stockpiles and connects residents with licensed processors. Tire dealers and auto shops are usually the easiest places to dispose of tires, especially when buying new ones at the same time.

Batteries

Household batteries, rechargeable batteries, and especially lithium-ion batteries need to be kept separate from a roll-off dumpster. The EPA manages these under its universal waste program, which streamlines collection while still requiring batteries to reach a permitted recycler or disposal facility. Lithium-ion batteries have caused fires at landfills and in collection vehicles, so this restriction is worth taking seriously on every job site.

Appliances, Propane Tanks, and Pressurized Containers

Refrigerators, freezers, and window air conditioners cannot go into a dumpster until the refrigerant has been properly removed. Under Section 608 of the Clean Air Act, the final party in the disposal chain must confirm that the refrigerant is recovered before an appliance is scrapped. Propane tanks and aerosol cans carry a similar restriction: the EPA classifies aerosol cans as universal waste because their propellants make them ignitable hazardous waste when discarded with their contents intact. A punctured tank or can in a dumpster is a significant fire hazard.

TVs, Computers, and Other Devices

Older TVs and computer monitors can contain lead and other heavy metals, and many newer devices hold lithium-ion batteries that should never be discarded loosely. The EPA recommends a certified electronics recycler rather than a general waste container, both to recover valuable materials and keep hazardous components out of the waste stream.
